MCP Forum

Badinter majority and its application on local and central level
 

The theme forum of the Macedonian Civil Platform (MCP) on “Badinter majority and its application on local and central level” took place on 5 April 2007 at the Parliamentary Club in Skopje. The event was organized by the Association for Democratic Initiatives from Gostivar, and the theme aroused considerable interest among the civil society and the media representatives.

One of the forum attendees was Besim Dogani, vice-president of the Macedonian Parliament. In his presentation, he emphasized the fact so far, the Parliament has passed 40 laws applying the Badinter majority, and yet, there are situations of daily-political manipulations with the double majority. Professor Elena Andreevska said there are no precise standards for implementing the double majority. Every country should provide necessary conditions for efficient participation of the communities that belong to the national minorities regarding their cultural, social and economic existence.

On the basis of the impressions as to how the double majority is implemented on local level, Saso Klekovski, MCIC Executive Director, divided the problems of implementing the Badinter majority into three groups: discordance of the whole concept both on national and on local level, a problem located in the education; lack of capacities on local level, in municipalities where most of the counselors and the local authorities do not know exactly what they are supposed to decide for or how to decide; and the problems of the smaller minorities that do not have counselors in the system and generally depend on the good will of the bigger ethnic communities.

The general conclusions of the theme forum are: the Badinter principle will be less used on national level and more on local level; so far too much attention was given to the form, thus avoiding the essence and such condition should be overcome by strengthening the capacities of the Ministry of Local Government that should be able to help, and not only monitor the processes that go on local level.
