Through the CARDS Programme
Help for Macedonia, Serbia, Montenegro and Kosovo
In the beginning of the previous month in Brussels, the European Mission approved this year's programme for Macedonia, Serbia and Montenegro and Kosovo. In 2003, through the CARDS Programme, Macedonia received 38.5 Million Euro for its reforms and modernization. The goal is to support the institutional and administrative democratic processes, the economic reconstruction and building the civil society. Nine million Euro are aimed for local infrastructure projects, tri million for university education programmes, 2.75 million fro the development of national institutes for standardization, metrology, accreditation and quality, 1,5 million for the development of human resources in the entrepreneurship, 2 million for strengthening the customs administration, 1.8. million for promotion of interethnic relations, 1.2 million for development of the civil society, etc. The European Commission has also approved this y ear's programmes for Serbia and Montenegro, which in 2003, through the CARDS programme will spend 229 million Euro in Serbia and 13.5 million for support to their reforms and their efforts for modernization for better management, economic reconstruction and development of the civil society. This year, 53 million Euro have been assigned to Kosovo for emergency humanitarian aid, sustainable reconstruction through revitalization of the economic activities, building the institutions and social development.
