MACEDONIAN AND GERMAN GOVERNMENTS PROJECT

Local Environmental Action Plan for Skopje

The project unit for Skopje LEAP (Local Environmental Action Plan) for Skopje has organized the first seminar in Skopje dedicated to this project where experts from various areas, NGO, Skopje municipalities and ministry representatives took part.

Six workgroups have been established that will work on the LEAP implementation: a group for plan preparation, a group for creating networks, for environmental management, for the Local agenda 21, for environmental management within the companies and for reporting on the environment.
Most of the activities for the Skopje LEAP will be financed by the German government through its implementation agency GTA (German Technical Assistance). The cooperation with the German government was ratified by the Macedonian government in July last year, and the leading partner for this project on our side is the Ministry of Environment and Spatial Planning.

The German irretrievable financial assistance for the Skopje LEAP implementation is 1,2 million DM and the Macedonian government has approved additional 600, 000 DM for this project.

With a special agreement signed by the Ministry of Environment and Spatial Planning and the city of Skopje, the City assumes the role of carrier of this project in cooperation with its seven municipalities (Centar, Karpos, Kisela Voda, Gorce Petrov, Gazi Baba, Cair, Suto Orizari).

Apart from the strategy, a program containing practical activities for the environmental condition improvement should be prepared and possibilities for creating conditions for its implementation should be developed.

The project unit for Skopje LEAP has also prepared a Preliminary report on the Skopje environmental conditions, and it conveyed a research according to which the problems in this area can be divided into three groups: legal problems, environmental problems and capacities and the human potential in the local administration.
