Adoption of the 'Stuttgart Declaration' on better integration of migrants
At the end of the Stuttgart Congress on “Foreigners' integration and participation in European cities” organised by the Council of Europe in Stuttgart which took lace on the 15-16 September 2003, 400 mayors and integration officials from 30 European countries have adopted on the 30th of September the 'Stuttgart Declaration'. This lays down principles for a successful pan-European policy on the integration of migrants in cities.
Among the main points made are that, in application of the Council of Europe Convention of 1992, the right to vote in local elections should be granted to all immigrants lawfully present, that migrants should participate in cultural, social, political and economic life and that the setting up of local consultative bodies for foreigners is a good way of improving local democracy.
