“Monitoring of the decentralization process”

The Association for democratic initiatives – ADI from Gostivar during August finished the project “Monitoring of the decentralization process”, whose implementation lasted for one year.

Four monitoring centres for human rights founded by ADI in Prilep, Tetovo, Gostivar and Ohrid and the two supporting centres in Bitola and Struga were responsible for efficient monitoring of the decentralization process. The centres gathered information from the local self-government, the public institutions and the district ministries connected with the transfer of responsibilities from central to local level, creating a parallel between the changes foreseen in the decentralization laws, derived from the Framework agreement and their implementation in practice. 12 reports on different topics have been made within the project: transparency of the local self-government; administrative capacities and fiscal resources of the municipalities; application of the bilingual documents; the referendum; the center for informing the citizens within the municipality; the economic development; infrastructure; local self-government; decentralization in educational institutions; decentralization in culture; transfer of responsibilities from central to local government.

During April and May public debates were held in the monitored towns Prilep, Tetovo, Gostivar and Ohrid, at which the citizens had an opportunity to closely meet the project and the discussed themes. More detailed information on www.adi.org.mk .
