Florozon
Implementation of the Aarhus Convention
The non-governmental organization Florozon, which works on protection of natural environment and sustainable economic development, focuses its mission on advancement of environment and environmental rights and providing development in the society for better quality of life and safe environment.
Its objectives include: solving environmental problems and providing sustainable development of the society by application of the law; joining fundamental principles of ecology and justice through international laws; strong national legal system on environment; education and training of certain target groups on environment, as well as offering free legal assistance in terms of its protection. Florozon realizes its projects on both local and national level. There is a legal office within the organization for implementation of the Aarhus Convention and it offers assistance by seeking information about the sources of informing about the environmental condition, the way of involvement in the decision-making process, issues related to environment, as well as free legal advice and free court representation in case of violated right of healthy environment.
“Through the legal office for implementation of the Aarhus Convention we have started education of the whole public and local authorities, education of courts for getting familiar with the convention and its application in a few towns in the Republic of Macedonia. We point out that the government, local authorities, civil society organizations, should play a significant role during the application of this convention. Besides that, our organization has approached building capacities in the judicial system for practical application of the Aarhus Convention – Right to Approach to Justice and for that project we have received a special permit and support by the Ministry of Justice. All the representatives from 25 courts in the country had benefits from the held seminar. The seminar was realized with expert team from EMLA (Environment Management and Law Association) from Hungary, led by D-r Sandor Fulop. At the moment preparation and manual on Right to Approach to Justice is in progress and it will be distributed to all courts, civil society organizations, Ministry of Justice and Ministry of Environment and Ombudsman’s Office. The overall program for implementation of the Aarhus Convention from March 2005 has been supported by DEFRA (Department for Environment Food and Rural Affairs) and the British Embassy in Skopje” – stated Kiril Ristovski, the manager of the association.
